POSITION: Purchasing Agent, FSN-07: FP-07

WORK HOURS: Full Time, 40 hours /week
SALARY: Ordinary Resident: RO 7,062 per annum for a 40 hours/week schedule (Position Grade: FSN-7)
(The Department of State has classified this position at the FSN-07 level.  Depending on qualifications, a candidate could be hired at a lower grade; only a fully qualified candidate would be hired at the full-performance level of FSN-07)

The U.S. Embassy in Muscat is seeking an individual for the position of Purchasing Agent in the General Services Office (GSO).

BASIC FUNCTION OF POSITION:
Uses familiarity with Federal Acquisition Regulations (FAR)  to purchase local and off-shore items needed for the operation and maintenance of the American mission including residences through Local and International vendors via Cash, Purchase Order, GSA Order, Purchase Card, contracts and BPA’s.  Maintains paper and electronic records for all above..

KNOWLEDGE AND SKILLS REQUIRED:

  1. Education:  Completion of 2 years of University study (Associate Degree) or a 2 year Post Secondary Certificate (Diploma) in a business related field.
  2. Experience:  Minimum three years experience in purchasing, customer service and related work, of which at least two years should be directly in the purchasing field.
  3. Language Proficiency:  Level 3 (Good working knowledge) Speaking/Reading and writing English is required.
  4. Comprehensive knowledge of local market conditions and vendor pricing in a large variety of products and services, and of internet research.
  5. Possession of a valid driver’s license, ability to type in English and proficiency in Microsoft Office applications (Word and Excel) are mandatory.

SELECTION PROCESS:
When equally qualified, U.S. citizen Eligible Family Members (AEFMs) and U.S. veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA:

  1. Nepotism or other conflict of interest could disqualify an applicant.  Management may consider other factors such as residency status in determining successful candidacy.*
  2. Current employees serving a probationary period are not eligible to apply.
  3. Currently employed AEFMs who hold a Family Member Appointment (FMA) appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  4. Currently employed Non Ordinary Residents (NORs) hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
  5. Familiarity with local real estate leasing market is an asset.
