Hubert Humphrey Fellowship Program

The Hubert H. Humphrey Fellowship Program was initiated in 1978 to honor the memory of the late American Senator and former Vice President, Hubert H. Humphrey.

The purpose of the Humphrey Fellowship Program is to provide mid-career professionals from selected countries of Africa, Asia, Latin America, the Caribbean, and the Middle East, with a non-degree program combining academic and professional experience directly related to their responsibilities in their home countries. Humphrey Fellows are hosted by a U.S. university for one year, while developing their own individual programs tailored to their career development needs. Non-degree coursework, independent projects, consultations with U.S. faculty and off-campus experts, field trips, and special seminars are just a few of the projects that can be undertaken by Humphrey Fellows. The program is administered by the Institute of International Education (IIE).

All expenses for the program, including airfare and accommodations, are funded by the U.S. Department of State.

To be eligible, applicants must have:

  • Omani citizenship
  • A bachelor's degree
  • Five years of substantial professional experience
  • A TOEFL score of 550 points (paper-based), 213 points (computer-based) or 79-80 (internet-based)

- Communications/Journalism
- Substance Abuse Education, Treatment and Prevention
- Economic development/Finance and Banking
- Educational Administration, Planning and Policy
- HIV/AIDS Policy and Prevention
- Human Resource Management
- Law and Human Rights
- Natural Resources, Environmental Policy and Climate Change
- Public Health Policy and Management
- Public Policy Analysis and Public Administration
- Teaching English as a Foreign Language
- Technology Policy and Management
- Trafficking in Persons, Policy and Prevention
- Urban and Regional Planning

The deadline for receiving typed, error-free applications is September 1 of each year.
