SALARY:                  *Ordinarily Resident (OR):  OMR 17,919.000 p.a. (Starting salary/ including allowances)                    

**Not-Ordinarily Resident (NOR): USD 61,759 p.a. (Starting salary)

LENGTH OF HIRE: Temporary position (36 months) with possibility for extension

The U.S. Embassy in Muscat is seeking individuals for the position of Civil/ General Engineer with the Army Corps of Engineers (COE). The position is based in a location that is approximately a one-hour drive from Muscat in the Sultanate of Oman. Applicants who are living in the Muscat area and are selected for this position should be prepared to commute or relocate at their own expense.   

 BASIC FUNCTION OF POSITION

 The Civil/General Engineer inspects construction; reviews plans; recommends approval of shop drawings and submittals; maintains a daily log of construction activities; develops change orders including cost estimates; and carries out other construction engineering duties as directed by the COE Area Engineer.  The Civil/General Engineer shall be capable of working independently and shall provide professional engineering services.

QUALIFICATIONS REQUIRED:

 NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education: A Bachelor of Science degree in civil engineering or other related engineering discipline (electrical, mechanical, and architectural) from an accredited institution or equivalent degree is required.    

  • Experience: At least five years of experience in the field of engineering and construction is required.  
  • Language Proficiency: Level IV (fluency) in written and spoken English is required. (A test will be administered).
  • Knowledge: Must have knowledge in design and construction practices with U.S. civil codes and specifications, thorough professional knowledge in civil design calculations and criteria, and preparation of engineering drawings and specifications.
  • Skills and Abilities: Ability to use MS Office package for word processing and analysis is required. In addition, must be able to use engineering management software and maintain daily construction inspection logs. Must be able to create civil engineering cost estimates, review civil construction drawings for code compliance, and provide briefings on construction issues. Must possess a driving license authorized in Oman.

 SELECTION PROCESS:

When equally qualified, U.S. citizen Eligible Family Members (USEFMs), Members of Household (MOHs), and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

 ADDITIONAL SELECTION CRITERIA:

Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 

  1. Current employees serving a probationary period are not eligible to apply.
  2. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  3. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
